Raymond Reyes
Chief Engineer

Ray is a distinguished cybersecurity and systems engineering expert with over three decades of experience supporting critical missions across the Department of Defense (DoD), U.S. Navy, and allied agencies.   He brings a rare combination of technical depth, leadership, and interdisciplinary knowledge with degrees in Software Engineering (M.S.), Business Administration (M.B.A.), Computer Science (B.S.), and Civil Engineering (B.S.).  His professional certifications - CISSP, ISSEP, CEH, and Systems Security Engineering Capability Maturity Model (SSE-CMM) appraiser - underscore his commitment to excellence in cybersecurity, risk assessment, and secure systems development.

Over his extensive career, Ray has led and contributed to the security engineering and cybersecurity assessments of complex programs including Nuclear Command, Control, and Communications (NC3), DoD Space Systems, and Software Defined Radio (SDR) efforts.  As a Senior Cybersecurity Advisor, he provides cybersecurity analysis at both the System (Tier 3) and Mission (Tier 2) Levels, supporting U.S. Navy, U.S. Strategic Command (USSTRATCOM), and U.S. Space Command (USSPACECOM) priorities.  His work includes secure systems architecture design, multi security domain solution implementation, Platform IT (PIT) assessments, cryptography, system of systems communications, mission-critical systems, and cybersecurity assessments for facilities’ physical security and facility related control systems.  Ray’s background also includes subject matter expertise and leadership in Risk Management Framework (RMF).

In addition to his cybersecurity acumen, Ray has a rich foundation in software engineering, civil engineering, and infrastructure resilience.  He has designed and led major systems engineering and IT initiatives at organizations including the Naval Supply Systems Command (NAVSUP), Naval Operational Logistics Support Center, the College of William and Mary, and the California Department of Transportation.  His experience spans secure system design, contingency planning, network engineering, and business continuity.  Whether engineering secure defense platforms or leading national security assessments, Ray consistently demonstrates exceptional expertise, dedication, and leadership in safeguarding mission-critical systems.
